The
Living Bill Of Rights
We keep hearing from our elected officials and so many
media talking heads that the U.S. Constitution is a "living
document," which changes with the times and adapts
to situations not considered by America's founding fathers.
In particular, I understand how innumerable statutes,
legal rulings and widespread bureaucratic fiat work together
to make our Constitution a "living document."
Some might say subvert it, but I, of course, never would

President
Outmaneuvers Senator on Base Closings
Just before Congress returned from
a two-week recess, President Bush on Friday night used
his recess-appointment power to thwart an effort by

a president can use that power to sidestep the need
for Senate confirmation by appointing officials who
can perform their duties until the end of that Congress.
The White House made the announcement at 7:27 p.m. Friday,
ahead of the Senate's return at midday Monday -Washington
